Giving Credit Where It's Due

I'll give Obama credit. This took a lot of hard work:
Gallup: Only Carter was less popular
Don Surber

In his third year as president, Barack Obama was less popular than all but one president — Carter — since Harry Truman in their third year as president. According to Gallup, President Obama’s average approval was 44.4% in Year Three of his administration, above only Jimmy Carter.

Gallup pointed out that only three recent presidents averaged below 50% approval in the crucial January 20-April 19 quarter in the election year — Ford, Carter and Bush 41. None were re-elected. Stay tuned. [link]
What is the one word that links Ford to Carter to Bush 41?

And who has given that noun a whole new meaning?

Obama's handlers should be very, very worried.
